Component 3: Monitoring Compliance with Policies

Going to the expense of auditing personnel policies and creating new ones makes no sense unless the employer is committed to monitoring compliance with those policies.

Because of the importance of monitoring compliance with personnel policies, HRCRRA’s comprehensive program involves extensive compliance monitoring.

    Step 1 Monitoring Compliance as Part of Employee Training: Beginning at the initial training session, compliance is an essential component. Specifically, HRCRRA’s training program differs from many such programs. Rather than rely on interactive internet programs, HRCRRA conducts direct, face to face, training seminars for managers and employees. As part of this training, employees/managers are encouraged to discuss the effectiveness of the personnel policies. The comments on the effectiveness of the personnel policies are used to monitor and, if necessary, to modify such policies.

    Step 2 Interim Monitoring of Policy Deviation: Interaction with the employer’s personnel department. As part of the comprehensive program, the employer’s personnel department will advise HRCRRA each time they become aware of any deviation from the established policy. Such deviations will be coordinated with HRCRRA and documented as part of the ongoing compliance monitoring. Such deviations will be addressed as part of the periodic compliance meetings with management.

    Step 3 Monitoring During Investigations: As part of the complaint policy, compliance with existing personnel policies is an essential component. As a result, any investigation of a complaint will include analysis of the compliance with existing policies.

    Step 4 Compliance Meetings: In addition, as part of the compliance program, periodic strategic meetings are held with management. Consistent with the time schedule for training meetings and annual audits, management is presented with an analysis of compliance with personnel policies and offered recommendations on actions which should be taken to change or reinforce established policies and procedures.
